THE EXECUTIVE OF THE N.Z. BOWLING ASSOCIATION.
A SCHEME FOR THE ELECTION OP THE EXECUTIVE ON AX EXTENDED FRANCHISE. - Bt Toucheb. The executive of the New Zealand Bowl* ing Association has been, and is at the present, elected by the delegates. I wish ; to put before bowlers a scheme for theelection on a more extended representative 1 basis. It seems to me that the election oj. the executive has been carried out hereto- „ , tore in a haphazard fashion. Many dele- '■ ' gates when they - assemble at the annual meeting have only a very hazy notion of the business under discussion, and many .attend the annual meeting witboufe any instructions as to their course 'of action from the clubs they represent. The executive at the present time is constituted! mostly from members of two clubs — namely, the Dunedin and the Kairuna,— but it seems to me that the position should be - 6hared amongst m many clubs as i» possible. The honour of being a delegate should be spread amongst the elnbs, instead! of, as at present, a few clubs haying a monopoly of the position. I do not for a ,- moment suggest that the business as carried on by the executive at present is not well ! conducted. Far from it; for it would be hnrd to find two more energetic and enthusiastic bowlers than Messrs Payne and Wheeler, and. the other members «f th« executive are equally alive to everything calculated to advance the interests of bowling. .My contention is that ev«ry bowler . under the banner of the New Zealand Bowling Association should have a voice in the selection of the executive. This could be effected by adopting a *cheme of election approximating that of the Education . Board. This would b» -the means of » - closer relationship of the clubs to th« governing body, instead of, as at present, ■ encouraging organised centres -to spring up. The carrying into effect of a course such. as this would mean that the election of the executive would be ' undertaken witb * proper sense- -of responsibility. Oue. jrreat '• advantage would be tfiat tinder auch a" ' i scheme as. this clubs would feel that they ' were ever so much more intimately connected with . the governing body. Th« • scheme that I wish to put before bowlers is -this : — ... 1. Nominations to be invited from .tlj« j various clubs under the N.Z.B.A, -ti club being empowered to. make two tions. 2. All the nomina.tions so recorded to b» forwarded in the form of a voting paper tf\ the appointed authority for receiving them, and when the appointed time for receiving: notuinatioir- ha<l expired tho whole of the* names nominated to be bent, to each club. 3. If this echenie were carried out it would Involve * good deal of extra work on the part of the secretary, and it would be necessary to increase his remuneration accordingly. I hope this scheme will receive consideration at the hands of bowlers throughout the whole district and something workable may be evolved out of my lomcwhat crude suggestion.
