THE NAVAL PROGRAMME.

LONDON, May 30. I In the House of Commons Sir C. Dilke complained that the navy construction programme was far too law. Mr Arnold Foster replied that since April last year 35 ships, had been completed and had entered tho navy. Seventy-five were now being constructed, including 14 battleships and 24 armoured cruisers, constituting a colossal addition. The construction of another 27 vessels was immediately contemplated. Continental programmes did not at present render abnormal additions to the British scheme necessary. .
