PRESIDENT ROOSEVELT DEFENDS THE ARMY. THE FUTURE OF THE FILIPINOS. NEW YORK, May 31. President Roosevelt, in the course of an address at Arlington, said the acts of cruelty committed under terrible provocation in the Philippines were wholly exceptional. They had been shamelessly exaggerated. They afforded less justification for the general condemnation of the army than the lynchings in America, under conditions of cruelty infinitely worse, afforded for condemnation of the communities where they occurred. The Philippine campaign had been conducted with &ing\ilar humanity. Americans would be able to rapidly teach the Filipinos the good use of their freedom, and with growing knowledge their growth in self-government would keep steady pace. When they had proved their capacity for real freedom by the power of self-government, it would be possible to decide whether they should exist independently or be- knit to America by ties of common friendship and interest.
PARIS, May 27. President Loubet's visit to Copenhagen has caused an agreeable impression in France. During a long conversation with Princess Waldemar the President commented upon her having promoted an alliance between the two peoples. May 28. President Loubet, speaking at a luncheon at Dunkirk, said his visit to Russia had cemented the links of affection, honour, and interest of the allies. He hoped to induce moderation in domestic quarrels in France.
