— A curious and interesting plan has been adopted in Glasgow by certain landlords who, having improved much of their slum, property, have been naturally desirous to keep it in good condition. It consists ia offering prizes to tenants who behave themselves well and pay Jieir rent promptly. All tenants -vho fulfil theee conditions are allowed in summer to live rent free for a fortnight, so that if they take a holiday they need not pay double rent. The plan haa worked splendidly, and over 60 per jent» of the tenants have claimed the prize. — There is a popular belief that imprisonment for debt has been abolished. How erroneous this belief is is shown by the English County Court returns, which^fiave jusb been published. No fewer- than 4692 debtors were imprisoned during 1900. . Technically, they were sent to prison because they failed/ tc pay the amounts which the County Court judges ordered them to pay, and thus neglected to carry out the orders of the court; but the substance of their offence was their fo}L\U&.to discharge, their debt*
