ORGANISING A GENERAL RISING. (Special to Press Association.) London, October 18. Advices received from Merv state that Ayoub Khan is organising a general rising of natives at Herat and Afghan Turkestan. In connection with the escape of Ayoub Khan, the Novoe Vreuiya in referring to it said: — "Russia cannot evade the probable results of Ayoub Khan's appearance in Herat. She herself will not, of course, take any steps that would justify the well-known suspicions entertained in England. But in case the new ruler at Herat expresses his desire to establish close ties with his powerful neighbour, we venture to think that no special attention will be paid in St. Petersburg to the questions as to the view which may be taken by England, whose Government has done absolutely nothing to deserve the sacrifice on our part of material interests with the desire of showing our cordiality."
