Loxdox, June 23rd. A Berlin correspondent states that serious complications have taken place between Germany and England. Prince Bismarck proposed to enter into a treaty for the purchase of Heligoland, but the ! British Government declined to sell it. Prince Bismarck replied that the acquisition of Heligoland was necessary for the protection of the German coast, and that he looked upon its possession by a foreign power as a standing menace to Germany. Earl Granville replied that England would study her own interest, and that the wish of Germany to possess the island did not constitute a right. The island had never been under German rale. The Treaty of Washington was ratified after an animated debate. I July 10th. • The Canadian ports will soon cease to be honoured by the presence of a British fleet, the Commodore's vessel alone remaining. It is reported that Lord Blomfield is about to retire from the Austrian Mission, and that he will be succeeded by Sir Alexander Bxiclianan, the present Ambassador at St. Petersburg. The latter will be succeeded by Lord Loftus, who will in turn be succeeded at Berlin by Mr Odo Russell.
