The Emperor Napoleon advises the Emperor of Mexico to cede several of his provinces to the United States. The projected railway across Nicaragua is encouraged by the Dutch Government. Russia and Prussia are said to have established an alliance. The Russian forces are being raised to their full strength. France has declared war against Corea. Dent and Co., of China, have failed for a large amount. Great Britain has withdrawn her legation from Saxony. In-Mexico, the Liberals have been successful, and the Emperor has left his capital. Several more Fenians have been sentenced to be hanged in Canada. There is much excitement in the United States on the subject. It is supposed the sentences will not be carried out. Indignation meetings have been held throughout the United States, in consequence of the condemnation of the Fenians in Canada. I Mr Seward has written to Sir Frederick Bruce, urging an amnesty for those Fenians who are prisoners in Canada. The Radicals threaten the President with impeachment. General Butler, on being elected to Congress, is to be his principal accuser. There is no longer a doubt of an overwhelming majority against the President in Congress. Jefferson Davis's trial is postponed till next spring. Riots and bloodshed have taken place at Philadelphia between the Radicals and Democrats. Head- centre Stephens still receives large contributions in money, arms, and ammunition, which are secretly shipped to Ireland. One of the principal leaders has returned to England to turn informer against Fenians in Ireland.
