Parihaka Road Board.

The ordinary monthly meeting of the above Board was held on Monday. December 17tb. Present —Messrs Maxwell (chairman), Wells, McHardy, Caddy, and Morrison. The minutes of the previous meeting were read and confirmed. Correspondence from — Mr J, Wagstaff, requesting payment for scrubbing on Ngariki Road in front of his section.

Usual allowance granted. [Morri-son-McHardy.] From D. H. Sanders, enquiring what the Board would allow for scrubbing in front of his section. Usual terms. [Morrison-Wright.] From Wm. McHardy, applying for leave to scrub frontage on Waiteika Road on usual terms. Granted. [Wells-Wright.] From Brown and Doherty, for scrubbing frontage on Kahui Road, on the usual terms. Granted [CaddyWright.] From Treasury, notifying that the loan for the Ihaia Road was approved, and would be granted on the Board taking all the necessary steps in accordance with “ The Local Bodies Loans Act, 1886.”

From Treasury, regarding Kahui Road loan, stating that it w’ould be granted on compliance with the Act. From A. H. Moore, requesting expenditure of accrued land fund (£22 17s Od) on worst parts of Ngariki Road. Money was already scheduled and would be dealt when it came to hand. From J. C. C. Crisp with referenceto Drainage Reserve and obstruction caused by culvert, aud other growth in the drain by which her land was flooded, and complaining of Messrs Harvey and Quickenden turning water on to her land. Mr Wells said he had examined the Drainage Reserve, and did not consider there was anything wrong. The people complained of had turned the water on the reserve, which they had a perfect right to do. The. Chairman said they did not seem to have any power to act in the matter, and thought it would be best to obtain their solicitor’s opinion. He did not think they had any power to strike a rate except to secure a loan, and the expense of raising a loan would be too great for the small amount required. The County Council, he thought, was the proper body to have vested the reserve in. \Eesolved that the whole matter be retired to the solicitor for his opinion as to use powqfs and liabilities of the Board in the matter. [Maxwell-Mor-rison.] The Chairman made an application on behalf of Messrs Macfie/st*ronge, and Peppenll requesting the Boarft, to take steps which would enable the applicants to take water from the Oaonui River by means of a drain through their properties. Resolved that the Taranaki County Council be requested to take the necessary steps to vest authority in the Board to take a drain through Sections 34, 12, 11, Block VI., and Sections 5, 6, Block XV., Opunake Survey District [Morrisou-Wells.] From Taranaki County Council asking for further details with regard to by-laws required to be made. The Chairman pointed out that- he thought there was no doubt now but that they had the power to make bylam under “ The Public Works Act, 1891V' and the sooner -they were made the better.

Rssolved that the Committee previously appointed—Messrs Wright, Caddy, Morrison, and Maxwell—revise the by-laws previously submitted and lay them before the Board’s solicitor. [McHardy-Caddy.] Resolved that five pounds be voted for the purpose of sueing defaulting ratepayers. [Wells-McHardy.] Resolved that enquiries be made from the Government whether the £IOO voted for the Newell Road would be handed over to this. Board for expenditure or not. [Wells-Morrison.] A list of proposed works was submitted, and it was resolved that tenders be called. [Maxwell-Wright.] It was resolved to hold a special meeting to deal with tenders returnable on the 29th inst.

Mr F. M. Chapman waited on the Board, requesting that a swampy place might be attended to on the back road.

Resolved that the clerk see to it and get it repaired, cost not to exceed £2. { Maxwell- Morrison. ] Resolved that tenders be called for two miles of metalling on the Kahui Road, in four contracts, returnable at next ordinary meeting of the Board. -Resolved that Mr McHardy be allowed to erect a fence temporarily across the Ngamu Road, at the boundary of Section 73. [MorrisonWells.] * Accounts, amounting to £6B 5s 9d, were passed for payment.

DOMAiy BOARD. . Mr J.Thillips waited on the Board, requesting that when the Recreation Reserve, of which he at present held the lease, was again pat up fof tender that the Board would weight it with what he paid for fencing, viz'., about £4 or £4 10s. The clerk explained that when the reserve was let the last time, the fence was then up, and the lease provided that no compensation was to be granted. Resolved that the Board was unable to entertain the application, as they could not legally make any payment which was not legally authorised by the lease. [Maxwell-Morrison.] Resolved that tenders be called for leasing the Cemetery and Recreation Reserves. [Morrison-Caddy.] Resolved that applications be made to have the Warea Cemetery vested in the Board.
