HOME AND FOREIGN. The American Strikesi. Chicago, July 11. Strike matters in Sacramento are" quieting down. Fruitless attempts were made to stab and kill by dynamite Mr;Wilkes, vice-president of the Pullman Paiaoe Car Company, owing to his refusal to sanction the dispute being submitted to arbitration. Washington, July 12. , The railway strike is collapsing, but numerous isolated outrages continue to be reported. A train was derailed at Sacramento and three soldiers killed. The general strike is a fiasco. The Senate warmly endorsed the President's conduct. Troops occupied the railways at Sacramento unopposed, the strikers dispersing at their approach. Some three thousand armed strikers marched in procession throngh the streets of San Francisco declaring that they would not yield to the troops, and were waiting for their arrival, The populace cheered them. The chief of the Knights of Labour has ordered that body not to strike at present. Debs, head of the Railway Union, has been committed for trial, bail being allowed. He will not be tried till October.
Chicago is covered with flags in celebration of. the strikers' defeat. Previous to the withdrawal of the order not to strike, a section of the Knights of Labour had refused to obey it. Washington, July 15. Railway traffic is generally resumed here. San Francisco, July 12. The Monowai's mails were sent forward by steamer to Portland, Oregon, and are expected to reach New York On July 18th. Bank of New Zealand. London, July 18. It is reported that the Bank of New Zealand has been underwritten at lOlf, the net proceeds to the Bank being par. Mr Cynj chairman, says the action* of the Government strengthens the position of the Bank of New Zealand in England. The Times says that the success of the New Zealand Bank is assured. Jabez Balfour. Buenos Ayres, July 13. The Federal Judge of tbe Argentine declares that the Treaty Extradition with Great Britain doe's not apply to Jabez Balfour. French Politics. Paris, July 13. The Chamber of deputies, by a narrow majority, rejected M. Cavagnac's Bill imposing a Progressive Income Tax. The Government afterwards insisted upon and obtained a strong vote of confidence. London, July 18. Lord Perton marries the Duchess of Buckingham. While the Prince of Wales was returning from Wales after the opening of the Eisteddfod, a drunken man forced his way into the carriage and uttered threats of violence. Lord Penryhyn, who was accompanying the Priuce, knocked the man down, and then gave him into custody. The New Zealand Trust and Loan Company declare a dividend of nine per cent. The Premier promises that the Welsh Disestablishment Bill shall be the first measure taken next session.
At a conference at Newcastle, attended by representatives of 400,000 English miners, it was decided to levy a shilling per week to assist the Scotch miners out on strike. Madrid, July 18. Salvador Francb, who confessed to the authorship of dynamite in the theatre in Barcelona, has been condemned to death. Sydney, July. Lee, one of the men lying under sentence of death for the Barraba murder, is making a full confession. So far none of the details have leaked out.
