NZPA—Copyright Rec. 8 p.m. NEW YORK, Oct. 5. The United Nations Special Political Committee by 39 votes to 5, with 13 absentions, today condemned Hungary, Bulgaria and Rumania for violating the human rights provisions of their peace treaties.
