Rec. 9 p.m. LONDON, Dec. 8. The reconstruction of the German steel industry and the possibility of investing foreign capital in the Ruhr and the socialisation of heavy industry, are believed to have been among the topics discussed at a private meeting in Dusseldorf yesterday of 22 leading Ruhr industrialists and bankers who were addressed by Sir Ivone Kirkpatrick, chief of the German section of the British Foreign Office. The Dusseldorf correspondent of the Daily Telegraph says the meeting took place on the initiative of Dr Middelhauve, chairman of the North Rhinewestphalin section of the Free Democratic Party and the invitation to Sir Ivone to address it was conveyed through Baron von Lersner, formerly of the German diplomatic service, who has close association with the Weet Grman Federal Government at Bonn. Before coming to Dusseldorf, Sir Ivone visited the British High Commission’s headquarters at Wahn, where he had conferences with Sir Brian Robertson and other senior British officials.
