Russian Delegate Charged with Misuse of Allied Council

TOKIO, Sept. 3. In a coldly outspoken attack on the activities of the Soviet Union in Japan, Mi - W. J. Sebald, American representative chairman of the Allied Council, told the Russian delegate at to-day’s meeting that he had used the council “ to further his own ends of obstructionism and an ideology not wanted in this country.” Mr Sebald’s statement followed a charge by the acting Soviet member, Major-general A. P. Kislenko, that the United States had acted unilaterally in deciding to discontinue the compilation of special reports for the council. “Such a practice I consider incorrect and basically undermining the purpose of the council,” said General Kislenko. Mr Sebald said the Supreme Commander’s decision was to discontinue compiling information except in the case of appropriate need. The general headquarters was a body separate and distinct from the council, and was not bound by the council’s rules of pro-

cedure. “By its term of reference, the Allied Council was a subordinate body. Its principal function was to give helpful, constructive advice for the Supreme Commander. " Throughout the life of the council the Soviet member has misused this body. I know of no occasion where the Soviet member has ever given helpful, constructive advice. On the contrary, he has used the council to further his own ends of obstructionism and an ideology not wanted in this country, and by indirection to criticise the Supreme Ccmmande’r.” Mr Sebald said the Soviet member had spoken .on unilateral action. There had been no unilateral acting except the way the Soviet delegate had magnified minutia into a matter of substance. Replying to. Mr Sebald, General Kislenko said he was suprised to hear that the Allied Council was a subordinate body, also that he had used the council for obstructionism. “This is very serious,” he said. “I reserve the right in the near future to answer it.”
