CIVIL CHARTERS
LAW IN SAMOA AND GUAM WASHINGTON, Mar. 15. The Secretary of the Interior, Mr Julius Krug, announced that he would ask Congress to grant charters to Samoa and Guam for their own civil government. He added that he desired to have law making, law enforcement, and judicial review administered in a democratic fashion, instead of being controlled by a military administration.
