AMERICAN SIMPLIFICATION NEW YORK, Mar. 15. The United States Golf Association has simplified and streamlined its rules so that even the rawest novice can undertand them. It has cut the number of rules from 61 to 21 and reduced the index of definitions from 900 to 73. There are few major rule changes.
