COUNCIL AND COMMISSION APPOINTMENTS ANNOUNCED LONDON, Jan. 2. M. Gromyko, the Russian Ambassador to Washington, has been appointed Russian representative on the Far Eastern Commission. This was announced by the Moscow radio- Lieu-tenent-general Derevyanko, formerly Russian rep-esentative at General MacArthur's headquarters, has been appointed Russian member of the Allied Council for Japan (the commission and the council were established during the recent Foreign Ministers’ conference in Moscow). Russia is the first of the Powers to name its representatives.
