BILL PASSED BY UPPER HOUSE

CRITICISM OF HASTE (P.A.) WELLINGTON, Apl. 4. Although there was some criticism of the haste with which the measure was being put through, the only serious opposition to the Local Elections and Polls Amendment Bill in the Legislative Council to-day was on the clause permitting the employees of local bodies to stand for election. Th'.s clause remained part of the Bill, however. the voting for it being 11 to 4. Urgency was taken for the Bill, and it was put through all stages in about an hour and a-half. Two amendments which had been forecast in the House of Representatives were passed. One dealt with the votes of members of the mercantile marine and the other postponed the elections from the third Saturday in May until the fourth Saturday.
