PRESIDENT’S PROGRAMME FORECAST OF PROPOSALS NEW YORK, Jan. 12. (Received Jan. 12, at 11 p.m.) The Washington correspondent of the New York Herald-Tribune, forecasting the probable contents of President Roosevelt’s armament message to the Congress, states that the President is likely to ask for a two years’ special defence enlargement pi'ogramme entailing 540.000. dollars, of which 300.000. dollars will be for aviation. It is believed that the President will ask for approximately 6000 new planes, which, with the navy’s contemplated 3000, will make a total of 9000.
