It is reported that Dr Schacht's plan for solution of the Jewish refugee problem is not acceptable, but it is a possible basis for discussion. The financial section of the plan proposed that Jewish capitalists abroad should raise a loan of £500,000,000, to be used to provide emigrating Jews with the equivalent of the foreign exchange on leaving Germany, removing the obstacle formed by the reluctance of countries to accept destitute person:-. The loan would be guaranteed dv Jewish property remaining in Germany. Interest on sinking fund pay - ments would be assured by additional exports from Germany, under special facilities granted by countries interested in Jewish settlement. The Berlin correspondent of The Times points out that foreign investors will be expected to pay a large lump sum for the release of Jews, allowing the Reich txfekeep the property. Foreign interests can expect a return for their money only if Germany is given export facilities. This will possibly be _ detrimental to the economy of their own countries. The Daily Telegraph's Berlin representative understands that Dr Schacht estimated the value of German Jewish property, after the deduction of the £83,000,000 fine, at about £125,000,000 the total of which is less than one-third of Dr Goebbels's November estimate. DEADLOCK IN NEGOTIATIONS POLAND DECLINES OFFER BERLIN, Jan. 10. The negotiations between Pqland and Germany concerning the refugees expelled at the end of October again reached a deadlock on the amount of refugees' property that can be exported, Germany offering 25 per cent, which Poland declined. Meanwhile thousands of refugees are living under primitive conditions on the border.
