Conference,” said Senator Hull to newspaper men, “ was to lestrict world trade as a whole instead of encouraging its expansion.' I think it was unfortunate for Britain to be forced, into the policy that we had promulgated and led the world into by our increased tariff rates. lam hopeful of foscussing attention on my proposal, and I believe that we can advance it after the Christmas recess.”
