WAIKOUAITI COUNTY

MONTHLY MEETING OF COUNCIL The monthly meeting of the Waikouaiti County Council was held at Waikouaiti yesterday, there being, present Crs Briscoe (chairman), Laley, Box, Gilmore, Douglass,, and M'Callum. INSPECTOR’S REPORT. The county inspector (Mr T, Lang) submitted the following report on the work done during the month:— Hawkebury Riding.—Several of the cuttings on the River road had been widened, and the road gravellecj. Some useful work could still be done on this road in widening curves. A nine-inch pipe culvert had been put in on NankivOll’e road, and the 12-inch pipes were being lifted and relaid at the foot of the hill hear the quarry on Quarry road. The broken asphalt on the footpath on the Main road had been lifted, and 46 yards of Shag River gravel spread on the path. Thirtysix yards of gravel had been spread on Thornburn’s road and 72 yards on Mount Royal, Bethune’s, and Flag Swamp roads. The Upper end of Galbraith’s road required about 30 yards of maintenance gravel. Merton Riding.—Water tables had been cleaned out on Russell’s road and on Cuthill's road at Warrington. The metal on Allan’s road had been raked in, and metal was being broken for Mackay’s road. Matthews’s road at Karitane was being formed, and the levelling of the corner section between Scarp street and the Main road was now finished. The formation and gravelling of four chains of Eris and Stornoway streets to give access to several houses would cost about £3O.

Blueskin Riding.—-Six hundred and sixty yards of metal had been crushed at Macdonald’s quarry at_ Heyward’s Point, and about three miles of the road metalled. ’ The crusher was now working near the junction of Purakanui road, crushing stone which was being quarried on the roadline. Portions of Miller’s road had been widened, and the formation of the footpath and road on Ridge street would be commenced immediately. A slip near Deborah Bay had been partly cleared, and the abutment of Orokonui bridge had been repaired with stone quarried near the bridge. A portion of the road near the bridge had been raised above flood level. The footbridge at the upper ford on the Waitati River was now being erected. North-East Valley Riding.—The widening of Reservoir road was nearly completed, and Hugh street had been widened with stone from the creek from the bridge to the junction of Mill road. Ward’s road at Mount Cargill bad been reformed. An old culvert near the lower v end of Reservoir road had been replaced by nineinch pipes. Main Highways.—Evansdale-Merton (vi a Seacliff) highway: Water tables had been cleaned out between Warrington and Omimi, and at Karitane metal had been raked in, and the whole of the road had been graded. Dunedin-Waitati (via Leith Valley) highway: A 12-inch pipe culvert had been put in above Burns’s Creek bridge. Potholes had been filled with metal, and surfacing done on the same section of the road. The slip near Waitati had been cleared. Plans and specifications had been prepared for the new bridge oyer Williams’s Creek, but the work had not yet been authorised. The report was adopted.

CORRESPONDENCE. The secretary of the Otago Electric Power Board advised that the board had resolved to levy for the year 1932-33 a general rate of l-20d in the £1 on the 'capital value of all properties included in the Otago, Lawrence, Owaka, and Mamo-toto-Strath Taieri districts, and a separate rate of 3-5 d in the £ on the capital value of all properties included in the northern area from Port Chalmers to Dunback, a separate rate of .65d in the £1 on the capital value in the southern area from Berwick to Romahapa, and a separate rate of .7d in the £1 on the capital value in the Lawrence area from Glenore to Beaumont.—-Received. The secretary of the Otago Electric Power Board advised > that the board requested local authorities to take proceedings to collect outstanding rates for the year 1930-31. The urge behind this resolution was to ensure that in future the rates levied by the board will be a minimum.—Received. The secretary of the Warrington School Committee wrote requesting the council to do something towards the maintenance of the road past the Anglican Church leading to the school. —Work to be attended to immediately^ John Porter (Seacliff) Wrote drawing the council’s attention to the bad state of the road at the entrance to his property, and asking that the matter be rectified. — Received. '

W. G. Anderson (Seacliff) wrote asking the council if it would proceed with the widening of the entrance to Kilgour street, and the formation of the footpath leading to the manse, as was granted some time previously.—Work to be proceeded with as soon as labour was available. G. Henry (Purakanui) wrote asking the council if it would consider forming a footpath giving access to"his property, and also to adjacent properties.—Received. H. J. Philp (Warrington) wrote asking that the work of removing a bank on the road at Warrington be continued as far as his property, in order to give him a footpath.—Left to the inspector for attention.

W. Neill (Mount Cargill) drew the council’s attention to the bad state of the road leading to Pigeon Flat, which at the present time was practically impassable.—Received. ■ J. C. Lloyd (Seacliff) applied for improvements to the road leading to his property, the roadway during the' winter months being almost impassable.—Left in the hands of Crs Gilmour and Douglas and the inspector. Mr James Booth (Waitati) wrote asking if the council would take steps to form the road leading to his property. —It was decided to leave the matter in the hands of the inspector. DEPUTATION. A deputation from the' Purakanui Amenities Society waited on' the council asking for its assistance in the matter of improvement works in the township. The spokesman (Mr Hamel) said that it was desired that some of the unemployed men should be retained at Purakanui for the purpose of carrying out work which the society felt would be very beneficial to residents and visitors. Mr Hamel’s appeal was' supported by Messrs M’Laughlan and Jackson. The chairman said that any proposal to» place unemployed men on work which would be of benefit to the community met with the heartiest approval of the council, and it would be pleased to instruct the engineer to inspect the various localities with a view to coming to some arrangement in the matter. GENERAL. On .the motion of Cr Lnley, seconded by Cr M'Callum, it Was decided to suggest to the Port Chalmers Unemployment Committee that, as suitable road work for unemployed men could not be found after the current week,, arrangements be made to -divert the labour into other / channels. / , It was'decided that from September 1 the rates to be paid by the council for horse teams-be as follow:—Man with » one-horse team, 17s per day; with a twohorse team, 21s per day; and with a three-horse team, 24s 6d per day. )
