TAIERI COUNTY COUNCIL

MONTHLY MEETING The monthly meeting of the Taieri Comity Council, held yesterday, was presided over by Cr T. Carruthers (chairman), and Crs J. W. Blair, M. Stevenson, J. Gow, G. Stevenson, W. Kirk, C. Findlay, and R. A. Kempshcll were present. REPORTS. The Finance Committee reported that the receipts for the past month had been £507 19s 9d, and recommended payment of accounts amounting to £2178 4s 9d. The bajik book showed a debit balance of £1563 ss, Id.—Adopted. The inspector of works (Mr John Garrett) reported as follows: —East Taieri Riding: Three hundred and twenty-seven and a-lialf yards of maintenance gravel had been run out on the following roads: — Riverside, Shand’s, Gladstone, Cemetery, and Duke’s. These roads had also been surfaced. Under Marshall’s contract 400 yards of gravel had been carted from the Silverstream to the Silverside dump. Under the No. 5 scheme the ditch from Hill Creek to the centre ditch had been cleaned, and the cleaning of Duke’s road ditch is in progress. North Taieri Riding: The following roads had surfaced:—Gladstone, Wingatui, and “Rudd’s. Owing to the snow and frost during the last month the section of Rudd’s road from the end of the metal to Rudd’s, being clay, was almost impassable for anything but horse traffic. Kaikorai Riding: The following roads had been surfaced: — Mount Grand, Round Hill, and Fernhill. The slip on Wilkinson’s road is being removed, He recommended that six chains of the road known as the School road between Messrs Brooks’ and Valpy’s property be formed and the water tables cleaned out. Otokia Riding- The following- roads had been surfaced:—Scrogg’s Hill, and Bush’s. Otokia-Kuri Bush, Allanton to Hill; 145 yards of gravel had been run out on Allanton streets; 12 yards of maintenance metal had been run out on Taylor and Queen streets at Brighton. The forming and gravelling of the footpath from Coach and Horses to Ross’s road at Fairfield was in progress. Outram Riding: Three hundred and ninetyfive, yards of maintenance gravel had been run'out on the following roads:—Nichol’s, Bruce’s, and Allanton to Berwick Nichol’s, Bruce’s, and Lojie road had been surfaced. Maungatua Riding: The following roads had been surfaced:—Henley to Berwick, , Otokia-Maungatua, Kirk’s drain, and River bank. Deep Stream Rid ing: The running out of schist spalls on Young’s road at Shannon had been completed as far as Young’s gate. This was as far as the riding funds would permit at the present time. The thgnks of the_ council were due to the settlers _on this road for allowing them to obtain the stone from their paddocks free of cost. The putting in of culverts an re-forming the Mount Hyde road would_ be finished next week. StrathTaieri Riding: The following roads had been graded with the power grader:—The one leading from Mason’s to the railway, Mrs Beattie’s, Remviek’s, and Long Ford. The grader had been pulled into the yard and the back wheels taken off and sent into Dunedin to be retyred. Contract No. 45 (Foote and Co.), delivery of 800 yards of gravel on the Gladbrook Station road, was in progress. The timber which had been ordered from Australia for the suspension bridge at Sutton and the cemetery bridge at Middlemarch had come to hand, railed to Sutton, and delivered at the bridge sites. Highways.—N(j. 2: One hundred and fifty yards of maintenance gravel from the Silverside dump had been run out on the section from Finlay’s corner to Wjlie’s Crossing. A broken culvert at the junction of the Owhiro-Gladfield road at Grant’s had been renewed with 18-inch Hume pipes. Traffic had been stopped for two days owing to the heavy snowdrifts on the road at Traquair and at Clark's. No. 3: Twenty-seven yards of maintenance gravel had been run out on the Duke’s road section, and the hill section had been surfaced. No. 4;. A 36-inch Hume pipe culvert had been put in at Woodside. No. 5; Forty-two yards of maintenance metal had been run. out on the section near the Green Island borough boundary. The water tables had been cleaned out on the section from Brighton to Bruce’s Rocks. No. 6: General surface work had been carried out on this highway. , The report was adopted. The following recommendations by the inspector ivere approved after a report from Cr George Stevenson: —That the water tables on the Creamery road, near Ralston's (Brighton), be cleaned out, and the gorse cleared from the roadside as soon as the men working under No. 5 scheme were available. That the gravelling of Scrogg’s Hill road, from Jones’s to Taverner’s, be held in abeyance till next allocations. That the water'-tables on Breakneck road be cleaned and deepened to prevent surface water draining on to the area coffiplafned of by Carter Bros. The slip was a large one, which appeared to be moving off some hard surface such as sandstone or fireclay. That the property owner alongside 1 Otokia-Kuri Bush road be asked to erect a boundary fence to keep cattle from straying on the road. The ranger reported having found 44 bead of cattle wandering.—Received; the question of prosecuting the owners was left with the ranger and the county clerk. The traffic, building, and sanitary inspector (Mr John Williamson) reported favourably on the slaughter houses within the county and on the piggeries at Green Island Bufeh. Thirty-nine renewals and five new motor driver’s licenses had been issued during the month. Since June 1, 1932, 34 heavy traffic motor licenses had bden issued. Nine building permits had been granted. —Received. CORRESPONDENCE.

Revenue vouchers were received as follow;—“Thirds” and “fourths,” £1 13s 7d; goldfields revenue, £1; highways, £73 12s 4d.—Noted. , - A circular from the Minister ot Employment concerning the scheme to facilitate the growing of vegetables by the .unemployed was received, and wa s referred to the local Unemployment Committee. Letters were read from the chairman, No. 17 District Highways Council: (a) Advising that Deep Stream deviation road was now completed, and formally handing the control over to the council;_ and (b) regarding road estimates for 1932-33. It was decided to submit last years estimates to the board. Regarding the single men s camp at Blair Taieri, a reply was read from the Commissioner of Unemployment that the matter was receiving consideration.' A letter was also read- from the Dunedin Committee approving the proposal.—Received. Letters were read from the Otago Power Board regarding rating for 1932-33 and striking a rate the same as last year. —Received. The commissioner of Crown lands wrote regarding the clearing of sections at Green Island Beach by unemployed labour. —lt was decided that the matter would be attended to as soon ns labour is availTlie scheme for expenditure of “ thirds ’ and- fourths ” accrued to July 31, 1932, £1 13s 7d, was laid on the table and approved. . Lukeman, Abbotshill, wrote regarding the opening up of the road line at Abbotshill, and enclosing a petition from settlers interested in the matter.—

Crs M. Stevenson and Kirk were,asked to inspect and report. , , , W. Flowers, Abbotshill, asked for some attention to two bad pinches on the road at Fairfield where he was dragging out firewood. —The matter was left with the inspector. Mrs Rose Beleski (Allanton) - wrote regarding the piping of a ditch in Ramsay street. —It was decided ithat if the applicant supplied the pipes the council would lay them. „ . , , , Rubv Youngman, Brighton, wrote regarding the gravelling of the top end of Bedford parade so as to provide motor access to her property. —The matter was referred to the inspector for a report. . The secretary of the Farmers' Union, Berwick, asked for some attention to Spencer’s road from Henley-Berwiek road to Spencer’s gate. —It was decided that the matter could be attended to in the pummThe Otago Motor Club advised that it had received personal calls and letters from members regarding the state of the Traquair-Waipori township road. Some grading and gravelling wag needed.—The clerk was instructed to reply that no funds were available.' * P. J. Lister (Hindon) wrote regarding some further work on the Outram to Hindon road to make it right.—lt was decided to reply that no funds were available. J. A. Roberts applied for the closure of the road through section 2a, block XIII, Sutton. —Letters on this matter were also read from Messrs Kydd and Townley.— The writer was advised of the contents of these letters. Messrs J. Reid and Sons wrote regarding Silverstream erosion at their property (a matter which had been referred to Crs Findlay and Kirk at last meeting to meet owner and Mosgiel Borough representatives) .—The clerk reported that the conference had been held and arrangements’ had been made for the reinstatement of the breach. Thomas Christie (Allanton) wrote regarding entrances to -his property.—lt was decided to ask the Public Works Department to put them in order. W. Ivinloch (Henley) wrote regarding the closing of Christie’s Gully outlet to the Main. road.—The question was held over for one month. ' The secretary of the Brighton Ratepayers’ Association wrote regarding the surface of the road at Baxter’s corner.— The matter was left with the inspector. F. Howell and others- (Strath-Taieri) requested the erection of a bridge over the Doughboy Creek. —It was resolved to apply for a Government £1 for £1 grant for the work. RELIEF WORKERS.

Cr M. Stevenson referred to the placing of relief workers, and moved that a letter of thanks be sent to the Dunedin City Council for the work undertaken by .the city engineer’s staff in allocating the relief ,workers and in the payment for the various farmers in Kaikorai Riding, and also for the relief workers who had, been employed on county roads in Kaikorai Riding The Unemployment Board was doing all it could to see that the funds were spent to assist farmers. Under the latest No. 4d scheme the minimum provision by the farmer was accommodation.

tools, supervision, insurance, and the balance of the cost for feeding the worker above 7e 6d per week, which amount the Unemployment Board would find for the farmer. The work to be undertaken by this scheme must be definitely developmental, such as stumping and clearing, scrub-cutting, draining, fencing, or' any other work s rightly described as developmental. The minimum number of men who might be employed in one camp was four, but, in order not to rule out small farmers from this scheme, it would be allowable for several small farmers to organise a camp on a co-operative basis to carry out work on each farm, the farmer to be assisted to the extent of 7s 6d per man per week. The men would be paid 10s per week,, as under 4a scheme, by the Unemployment Board, in addition to being provided with accommodation and food by the farmer. This scheme should assist farmers Who could not take advantage of No. 5 workers owing to. their distance from the city and the prohibitive cost of transport to distant farms, and who were not in a position to take advantage of 4a or 4b schemes. GENERAL. The clerk reported that he had handed' over the cheque for compensation for land taken for deviation of road at Deep Stream. A request from M. Moynihan (Allanton) for road gravel to his place was left with the inspector to attend to, Cr Findlay extended an invitation to the councillors and their wives to the opening of Kay’s bridge, Whare Flat, on Saturday, at 3 p.m.
