MOSGIEL BOROUGH COUNCIL.

The monthly meeting of the* Mosgiel B-rough Council, held last night, was presided over by the Mayor (Mr. J. PWalls), Crs J. Garrett, James Mitchell, L. S. Dyer, J. White, G. A. M'Leod, and. John Wright, jun„ were in attendance. The Finance Committee reported the receipts for the past month to have Deen £l2B 18s 2d, and recommended for payment accounts totalling £312 16s 2d. The committee also reported:—Picture Theatre summary; Receipts and expenditure for June were laid upon the table, and accounts, amounting to £62 15s Id, submitted for payment. It was recommended that account be paid to Mrs C. E. Ryan for purchase of picture plant and interest to date. Fire insurance. Coronation Hull, and contents for year, 1928-29: The committee recommended that this insurance be renewed with the State Fire Office- Draft copy of by-law dealing with hawkers and pedlars: It was recommended that the draft copy of this by-law as submitted by the clerk be forwarded to the Traders’ Association for their consideration, the same to be finally dealt with by the council. —Report adopted. A report was received from the Traders’ Association regarding the proposed by-law to fix the fees for hawkers. —The matter was discussed, and tecs arranged, the clerk to duly advertise same. The Works Committee reported as follows; —Ruthven’s gravel contract: 250 yards of gravel had been spread on Gore don road, 87 loads on Bush road, 68 on Factory road, and 18 in Tweed street. The footpath of Gordon road was being repaired with new asphalt, as the weather permitted; this work had been necessitated in connection with the kerb and channelling contract. Footpath, Factory road from Pitfield to M’Leod’s, had been grubbed and cleaned, and ashes were being spread upon the same. The watertable had also been cleaned, and surplus mud scraped off and carted away. Fire plug covers had been raised where necessary; eight loads of sand had been spread on the Recreation Ground and the fences repaired* A systematic inspection had been made of the borough, and statutory notices served upon all offenders dumping rubbish on the roadway. Septic tanks: The receiving tanks had been cleaned and distributors received the usual attention. In connection’ with the Taieri County Council's compalint as to the pollution of the stream from these tanks, more careful attention was in future to be directed to the purity of the effluent being discharged into the stream, and that an assurance be given to the county to that effect. Drainage: Sewer connections had been put in for Mr J. Gunton, Forth street, and Mr D. E. Greaves, Gordon road. The manhole in Carlyle road, which had been a source of trouble during flood periods, had been effectually sealed down and a 6in ventilating shaft off set from the same. Water supply: The reservoir had been emptied and cleaned, and two defective water services repaired in Gordon road. .One new water connection put in for Mr W. Melrose, Glasgow street. _ The pipe line had been gone over, both intakes cleaned out, and all air and scour valves received attention twice during the month; all dead ends in the borough have been run off twice during the month. From some unexplained cause the 15 h.p. motor in connection with the water pump had been found during the month to have burnt out, and it had been necessary to dismantle the same, and sent to the makers at Invercargill to be rewound. This unfortunately happened on the day our reservoir had been emptied for cleaning purposes, and consequently necessitated the borough being on short supplies until such time *as the motor had been reinstated. Everything now was in full working order. The defective pipe culvert in Carlyle road had been repaired. Unlicensed dance hall in Exchange Buildings: We recommend that the clerk confer with the borough solicitor in regard to this matter. We recommend that application be made to the Taieri County Council for the use of their power grader at such time as when the machine was working in proximity to the borough to remove shoulders off all the side streets. Tenders for gravel: Tenders had been called, returnable for Monday evening next, for the supply and delivery of about 300 loads of gravel, to be used in surfacing all the side streets of the borough. Mr Souter’s application re Forfar street: After having given this matter careful consideration,. it was recommended that the work of footpath formation be proceeded with at 4 the earliest convenience; that Mr Souter be informed that no funds were at present available for the road formation work; and in regard to the sewer connection asked for, that the committee adhered to its previous decision in this matter, and therefore could not proceed with the work. Expansion League’s letter regarding highway: It was recommended that the league be informed of the amount of money the council proposed to spend upon this highway during this financial rear. Railway crossing. Green and High streets: It was recommended that a copy of the letter received from the railway engineer regarding this matter be sent on to both Messrs Dickson and Sidey, M.P.’s,’ for their consideration. Building permits had been granted to H. Wilson, jun., Gordon road; a drainage permit to Mr Garbut for Holy Cross College; and level crossings to Mr F. Pullen, Mure street. Mrs H. Smith’s letter re defective spouting, Gordon road, and Mrs G. H. Smith’s reply to statutory notice served upon him; This was noted, and inspector instructed _to see that work was carried out satisfactorily.—The report was adopted, and all recommendations agreed to. , . , The General Committee reported as follows:—Defence Department’s application for lease of Coronation Hall for training purposes: The committee, having given careful consideration to this matter, recommended that the department be informed of the conditions under which the council was prepared to grant the use of the hall. Heating plant for band concert: As the council had not up to the present taken delivery of the heating plant, it was recommended that the band negotiate with the contractor in reference to heating the hall on Wednesday nex. It was recommended: (a) That Mr Owen’s letter re stray stock in Irvine street be forwarded on to the borough ranger, who was to be asked to furnish a report on the same. (b) That another inspection of the borough be made during the forthcoming month in regard to rubbish dump on the roadway, when each offender would be prosecuted. (c) That a’ sufficient quantity of gravel be spread on the fotopath at the rear the side of the Coronation Hall. (d) T’ t the inspector be instructed to have the necessary catches' placed upon the escape doors of the Coronation Hall.—The report was adopted, and recommendations approved. CORRESPONDENCE. } The Palmerston North Borough Council wrote regarding hospital management, stating that it was of the opinion that the whole system of control should be revised with the object of definitely defining the future policy of public hos- j pital revenue and expenditure, and that I the Hospital and Charitable Aid Institu- j lions Act should be amended to enable I city and borough councils to have direct j representation thereon. —The Mayor and clerk to attend to the matter. * Port Chalmers Borough Council wrote regarding irregular and defective cuburban train service, asking for conference with the borough in reference to same.— Council agreeable to meet other councils j in conference with the Railways Depart- i raent. '

The district engineer of New Zealand Railways wrote regarding level crossing Green street, and stating that the cheapest type of cattle stops, Uitices board, and fencing is estimated to cost £7O. — Dealt with in Works Committee’s report. The Otago Expansion League wrote in reference to conference between local authorities, Otago Motor Club, and the Otago Expansion League asking for the annual amount the council ir prepared to expend upon the highway over a period of six to ten years,—Resolved to send figures relative to this year’s expenditure. The Otago Hospital Board forwurded estimate of receipts and expenditure for the current financial year, and stated that th- borough’s levy would be £535 12s 6d.—Received.

Mosgiel Volunteer Fire Brigade invited the Mayor and councillors to the twentysecond annual meeting of the brigale to be held on Thursday.—Accepted. No. 17 District Highway Council asked for an estimate of the amount required for the maintenance of the highway within the borough for the period February 24, 1928, to March 31, 1929, and to be advised regarding construction cr reconstruction proposals which the council intend putting in hand during the current year.—The clerk to attend to the

matter. Also u iaqmiry i» faa gA te ascertain if the Highways Council would receive a deputation from the council regarding Gordon road at its next meeting. The State Fire and Accident Office advised that it held the council fully covered on Town Hall risk in connection with the newly installed heating plant.—Noted. C. Smith drew the council’s attention to defective spouting on premises adjoining her property, and Mr G. H. Smith’s reply to statutory notice served upon him. —Dealt with in Works Committee’s report. GENERAL. R. Ruthven’s tender of 4s per yar-'. for carting of gravel to the back streets was accepted. The fee for hawkers’ licenset was fixed as follows:—ltinerant hawkers with motor vans. £4 per year; hawkers with carts or without carts, £1; hawkers of perishable goods, 10s per year. The ranger reported that he had investigated the complaint of Mr Owen regarding stray cattle, but could discover no justification for such complaint. He handed in the name of an offender in the matter of cattle wandering in the borough, and asked that the clerk communicate with the person concerned. — Received. The chairman of the Reserves Committee reported that he had to curtail play on the football area on account, of bad weather.—Action approved. A list of outstanding ecounts was laid on the table.—Tt was resolved that each person be notified that unless these accounts were paid on or before July 20 steps would be taken to collect them.
