DUTIES OF CORONERS. PROCEDURE TO BE DEFINED. LONDON, May 21. At the conclusion of the inquest on William Plummer, the Manchester bookmaker, who was killed by a razor gang, a -verdict of murder was returned against two brothers named Fowler, while seven other men wore indicted on charges of aiding and abetting in the commission of the crime. The' Coroner, recalling the remarks that in the Thome ease the accused had been “convicted before trial,” regretted the absence of instructions whether to adjourn inquests when murder charges were pending. The Homo Secretary, Sir William Joyn-Mon-llicks, announced’ in the House ot Commons that he would shortly introduce a Bill to prescribe coroners’ procedure in murder cases.
