GREEN ISLAND BOROUGH COUNCIL.

The monthly meeting of tho Green Island Borough Council was held last night, when there were present: The Deputy-mayor (Mr ,7. L. AHller) and Crs E. J. Reeve, C. Crimp, 11. Christie, D. Stewart, A. Harrison, and P. Eason. Tho Engineer reported as follows on works done dnring the month:—The outdoor staff has been engaged on maintenance work, and the amount of wages paid totals £65 Its 3d. Owing to a breakdown at the quarry wc have not yet been able to get any metal, but I expect that nielal will leave Dunedin on Thursday next, and a start will bn made on Friday. Tenders for cartage should be accepted at this meeting in order lo avoid any further delay. AVater meters w-cre read on June 21, and (he nieler books made no. Except for the manufacturing premises (be consumption of water in the winter months is small. I have inspected Edinburgh street. The upper portion of this street has never boon formed, and in order to give Air Smellie an entrance I recommend that the formation asked for be done, and a light coaling of metal put on the road, which I estimate will cost £52 IDs. The question of making application to the Minister of Public Works (n have tho Alnin South road within the borough declared a “main highway” under seel ion 3 of the Main Highways Act. 1923. should receive the careful of the council. In the event of the application being granted the road would come under the control of the Alain Highways Board, who would administer tho work under a district council. The Act gives the hoard sole powers of construction, reconalruction, improvement, maintenance, repair, and control, with power to delegate its authority to a local body in whose district the highway is (situated. If the District Council proceeded. under section 11, it would appear it has power from year to year to recommend highways (n he declared main highways, and to make furl her recommendations as to the jiroporiionatc costs to be paid by the local authorities; and further, what oxjienditure should yearly bo made. Procedure under this clause would appear to render the result of tho lato commission inoperative, and on this point it would bo well to have legal advice. In respect to the repair and maintenance of main highways, section IS appears to give similar rowers, while in the matter of reconstruction the Act ■provides that half-cost shall bo paid bv the local authorities in such proportions as the board may consider fair and reasonable. Section 23 provides for a subsidy for a con-tiruiaf-'on of a main highway at a rate not exceeding the rale ner mile paid by the board in respect to the maintenance and repair of the adjoining main highway. The matter requires much consideration, and I would suggest that after discussion bv the council a omul! committee be appointed to report to tho council with power to obtain all necessary information.—The report was adopted. The Finnr.ee Committee recommended that accounts (Dialling .£313 19s 7d be passed for payment. The receipts for the month were £1577 9s lOd, and the bank debit after paying accounts £llO9 Is 3d.—Adopted. Tho AVorks Committee reported that a letter from Mr D. At. Alaxwell, Exmoutb street, complaining about a ditch in front of h:fl properly, had been referred to the engineer. A reouest from AT T. Kerr to have a roadway made in front of his property was also referred to the engineer. Tho AVorks Committee reported that a request from Mr C. Hunker for screenings to cover the path ■at tho. entrance to his side gate, had been granted. —The report was adopted. The Secretary of the Otago Afntor Club wrote asking if the council was giving tho Alain road through tho borough (he necessary attention.—The town clerk was instructed to reply stating that repairs were in hard, and to mention that a contribution would be acceptable. The Green Island Rugby Football Club wrote thanking tho council for the use of the ground for the season, and asking it In forego the charge for the hall in view of the fact that the dance was for a. benefit in aid of tho band.—lt was decided to forego the charge provided the club handed ever the proceeds of the concert to the band. It was resolved that tho town clerk make application to the Dunedin City Council tor the supply of elect vie power for the hea ting of the council chambers. The Town Clerk was instructed to write lo Constable Hamilton regarding cattle wandering at large, and the bicycles being ridden on the footpath. The Town Clerk w'as instructed 'to write to the insjjcclor drawing his attention io the gorsc growing in tho borough. The tender of Alessrs Harris and Findlay for cartage was accepted. The tender of Air B. AVatson for the sanitary contract was accepted.
