LADY ASTOR’S VIEWS. LONDON, October .27. Legislation was proposed bv Lady Aslor at the Plymouth Unionist Conference to prevent children from leaving school before the age cf 16. unless to go to immediate productive employment. She said she considered the demoralising effect of unemployment on young people was five times worse than on adults. There was much talk about developing the Empire, but what was the use of attempting to develop the Empire unless the efficiency of the rising generation could be assured? The resolution was defeated, its opponents asserting that juvenile labour in industrial towns meant an important addition to family income.
