PROMOTION OF TUCHUN. THE INCIDENT SETTLED. Ptmk Association—By TVlegroph—Copyrlea* PEKING, October 19. The incident of the promifcion of the Military Governor of Shantung, Tien Chung Fu, is officially reported to have been settled. The Chinese state that the mandate promoting Ten Chun-g Yu should have been issued first, and then the mandate accepting his resignation; but the printing office issued them in the wrong order. A Presidential mandate has been issued reversing the mandates. The foreign Ministers have accepted this explanation.— Reuter.
