The incident of the promifcion of the Military Governor of Shantung, Tien Chung Fu, is officially reported to have been settled. The Chinese state that the mandate promoting Ten Chun-g Yu should have been issued first, and then the mandate accepting his resignation; but the printing office issued them in the wrong order. A Presidential mandate has been issued reversing the mandates. The foreign Ministers have accepted this explanation.— Reuter.
