UNIVERSITY COUNCIL

The monthly meeting of the Council of the University of Otago, held yesterday afternoon, vyas attended by Mr T. K. Sidey. M.P. (vice-chancellor, in the chair), Drs Fitzgerald, W. Marshall Macdonald, H. Undo Ferguson, Professors Hewitson and Bonham, Messrs L. D. Ritchie, G. R. Ratable, J. H. Walker, W. Eudey, J. C. Stephens, J. C. Thomson, W. J. Morrell) and J. W. Sourr. The council expressed its regret at the absence, through indisposition, of the Chancellor (Dr Cameron) and its hopes for his speedy recovery. FINANCE COMMITTEE. The Finance Committee reported haring considered the salary to be paid to the tutor in gynaecology. After hearing an explanation from Dr Riley as to the work to be covered by such tut.'ir, it had been resolved to recommend ihat the salary be at the rate oi £75 per annum. It had been further resolved that the registrar bo instructed to write to Dr Riley and inform him that the committee was of opinion that the salary of £75 be provided out of the amount ho received, and ask him to agree to this proposal. The < oinmittee I an considered a report from Mr Anscombe with reference to the Museum basement. Dr Benham was present daring consideration of the matter. It had been resolved before taking any further steps that the City Council be approached and asked lor a grant A deputation, consisting of the Chancellor, Dr Benham, and Mr G. R. Ritchie, had been appointed to wait upon the City Council. The committee had considered the annual stacimont of account.', It had been resolved that the chairman and the Chancellor should confer with the chairman of the Homo Science Committee as to the treatment of the balance of the Home Science School account, and also as to the allocation for home science from the statutory grant. The chairman had undertaken to draw’ up a report on the accounts for submission to the council. Tire committee had considered a request from Professor Dunlop that ho be allowed a halftime assistant, Mr Souier, at' £lO3 per annum. The committee regretted that it must recommend the council to decline the request. The committee had considered a request from Mr Finder that he be granted the assistance, of Mr Moore, vice-principal of the Training College, for the conduct of the education class, that Mr Moore be paid a salary of £IOO, and that he himself bo given a salary of £l5O. In vieiv of the large size of the class, the committee, after conferring with Mr Finder, recommended the council to grant the assistance of Mr Moore at a salary of £75. and that Mr Pinder bo given an increased amount of £25, this arrangement to hold good for one year only. The committee had_ considered a request from Dr Bell that additional assistance be given to his department of mathematics. The oommi'tie regretted that it was unable to recommend the council to agree to the request. Professor Adams had requested that the salary of Miss Turnbull be increased to £4OO per annum, and that her status be raised to that of lecturer. _ The committee recommended the council to raise Mis? Turnbull's status as requested, and that in the meantime her salary be increased by £25 The committee = had considered a letter from the Librarian of the Hocken Library, in which the University was asked if it would provide further assistance to enable newspaper files to be kept up to date. The committee resolved to recommend that the newspaper files be discontinued. Professor Rawson had written, asking—(l) That ( he plans of the Home Science School be further discussed; (2) that a permanent roof be provided; (3) that a fence be erected; (4) that certain solving and sundry ether accommodation be erected. It had been resolved (1) that this matter bo referred to the Home Science Committee; (2) that the architect be instructed to take action to have the leaks stopped in the present roof; (3) the committee could make no recommendation on this request; (4) the registrar was instructed to act in regard to small matters. The committee had considered the position that would arise in connection with the Ethnology Lectureship on the termination of the donation from the anonymous donor, and it had been resolved that the committee highly appreciated the services of Mr Skinner, and, whilst in the meantime it could make no definite promise, it hoped it might be able to carry on the lectureship after the termination of the present engagement. The committee had approved of the action of the chairman in instructing the registrar to make application to the Minister for an advance in respect of deficiency of rents, also of the action of the chairman in accepting an offer made by the Superintendent of the Seicliff Mental Ronvtal to take charge of animals for bacteriological purposes, if the University paid the sum of £24 towards the erection of runs. The chairman and registrar had been given power to act with regard to a request from Dr Jack for the appointment of a boy in his department at 15s per week. In moving the adoption of the report Mr L. D. Ritchie stated that a letter had. been received from Dr Riley agreeing to the suggested arrangement in regard to the tutor in gynaecology. Dr Marshall Macdonald said that the clause in regard to Mr Skinner’s ethnological lectures seemed somewhat lukewarm. He thought the committee might have expressed its sentiments more warmly, ns Mr Skinner had been carrying on splendid work and had done a great deal to popularise the ethnological section of the museum. He moved that instead of reading: “whilst in the meantime it can make no definite promise it hopes it may be able to carryon the lectureship” the clause be w-orded: “it recommends the council to do its utmost.” Mr Ritchie strongly objected to any alteration. The clause had not been framed hastily. All the members of the committee fully recognised the work of Mr Skinner, but the lectureship had been provided by an anonymous donor. The balance of the money provided only for the next two years, and the committee felt that it would be exceeding its powers if it promised that the lectures would be carried on thereafter. The amendment w-as lost, and the report was afterwards adopted. HONORARY HOSPITAL STAFF. The following report of a conference held with the Hospital Board, in re the anpqintment of the honorary staff, was submitted. It w-as resolved that the following appointments be recommended to the Hospital Board -.—Physicians—-Drs Macdonald, Fitchett, Moore, and Carmalt Jones; surgeons—Drs Barnett, Newlands, Batchelor, and O’Neill; gyhrecologist, Dr Riley; ophthalmic surgeons—Drs Ferguson and Hall; snrgfcon for diseases ot children, Dr Williams; surgeon in charge of Facial and Jaw Department, Dr Pjckenll, subject to his sending in an application; dental surgeon, Mr C. H. Tail; assistant physicians—Drs Ritchie, Murray, and Moody; assistant surgeons —Drs Fergus, J. R. White, and Lindon It was further resolved to recommend that in view of the approaching departure of Dr Newlands and the promotion of assistant surgeon to acting surgeon that Dr Jenkins’s name be placed first on the list for appointment as acting-assistant surgeon. Assistant gynajcologist, Dr North; assistant ophthalmic surgeon, Dr Bathgate; clinical assistants in ophthalmic departments—Drs Carswell, Ross, and Cottrell. It was also resolved to recommend that in view of Dr Bathgate’s length of service, seven years, she be designated ophthalmic surgeon OTHER REPORTS. The adoption of the Works Committee's report was moved by Mr J. H. Walker and carried. The report of the special committee set up to select a clerical assistant stated that after full consideration of the applications it was resolved that Miss Mary Synie Martin be appointed to the position at, the salary of £IOO per annum.—The report was adopted Annual reports of the Deans of the Mining, Medical, Dental, and Arts and Science Faculties and from tire curator of the Museum were laid on the table. A clause in the Arts and Science report referring to the Training College was referred to the Finance Committee to report. PROFESSORIAL BOARD RECOMMENDATIONS. The chairman of the Professorial Board wrote recommending that the Diploma of A.O.S.M. in Mining be awarded to R. F. Landrcth, and of A.O.S.M. in Metallurgy to R. C Scoullar; also that the Diploma of Land and Mine Surveying be awarded to H. 1,. Croon and E E. A. Leach. That the Taieri Scholarship he awarded to Miss M. Gall, and (lie Stuart Prize in English to W. W. Bridgman. 'Hiat Miss C. S. Greig Ire registered as having passed the Home Science Entrance examination and Mr A. Turner as having passed the Mining Entrance examination.—The recommendations were approved. The following recommended appointments were referred to the Medical and Finance Committees with power to act; —Tutor in -anatomy. Dr H. S. Biilcliff, at £75 per annum: demonstrators in pathology—Mr C. S. Hicks and Mr P. P. Lynch, at, £lO for the term ; demonstrators in physics— Miss T. C. Marwick, at, £5 5s per month, and M. Macbeth, A. A. Levi. M. Barnett, C. M’Haffie, M. M'Donald, and K. C. Roberts, at £lO 10s for the session; home

science demonstrators—Misses Bowbyes, Hitohen, and Brash, at £2 2a for one term only; demonstrators in biology—two at £lO 10s for the session; demonstrator in mining, one at £lO 10s for the session. _ It was agreed that the Finance Committee confer with the following committee in rs George Young Bequest —Drs Jack. Malcolm, and Thompson, the conference to be not earlier than April. The board recommended that the graduation ceremony be made to synchronise with the Capping Carnival. Dr Renham said the students were anxious that the more serious ceremony should be held on one of the three days of the Capping Carnival. The dates pencilled for the carnival were at the end of June. He had been the only one on the Professorial Board of the opinion that as the two ceremonies in question were so entirely distinct they should not be held simultaneously. Mr Morrell moved that this clause be received. Mr Walker said that for the reputation of the university it would be a great mistake if the ceremony were held in. the same week as the carnival. On the motion of Mr Eudey the clause was referred back to the board. The board further recommended: —“That the regulations regarding college fees be amended to read as follows: ‘The college fee shall be £2 10a, except where the total fees do not amount to more than £4 4s, or where the student is taking only one University subject. In these cases the college fee shall be £1 ss.’—Agreed to. That the regulations be altered so that the library remain open till 9 p.m.—Referred to the Library and Finance Committees. That assistance be granted' to Dr Elder by the appointment of R. Potting and xi. Fawcett at £59 for the session.”-—Referred fo the Finance Committee to report. WORKERS’ EDUCATIONAL ASSOCIATION. The Secretary, Workers’ Educational Association, recommended: —(a) The appointment of Mr J. Johnson as tutor and organiser for three years at £350 per annum ; (b) that Archdeacon Woodthorpe be reappointed tutor at Anderson’s Bay at £SO tor the year; (c) that the Rev. O. B. Jordan be reappointed tutor at Kaitangata at £6O for the year ; (d) that the Rev. L. G- Whitehead bo appointed as tutor in psychology at £6O for the year.—Referred to Finance Committee, with power to act. CORRESPONDENCE AND GENERAL. With reference to the class in chemistry and physics for certificate of proficiency students, the director of the King Edward Technical College wrote stating that the amount of the fees payable for this class will not suffice for »the payment of the teacher. £IOO is required, whereas the fees amount to only £56 14s. Dr Pickerill reported on this matter. —Referred to the Finance Committee. Dr Bonham said the matter was not really one for the University at all. Dr Pickerill forwarded a letter from certain dental students asking for remission of fees in mechanical dentistry. He recommended the award of the Leash silver medal to R. E. T. Hewat. and of the Leask bronze medal to J. P. Forbes.—The first matter was referred to the Finance Committee, and the recommendations regarding the medals were adopted. Dr Gowland wrote stating that his department was in need of oeteological material, which was difficult to obtain. He was willing to dispose of his own collection for £22, half the estimated cost. —Referred to Finance Committee. Dr Ritcbie asked permission to obtain a foetal skull (one of these was included in Dr Gowland’s collection). —Referred to Finance Committee. The Royal Institute of Public Health asked the council fo appoint deWates to a congress, to be held from May 31 to June s.—Referred to the Dean of the Faculty, with power to act. The Architect (Mr Ansconibe) asked the council to consider making immediate annlicatlon to Wellington for at least £6OOO for the fittings of the physics department. He had not vet obtained the particulars he required.—Mr Ridey pointed out that it was no use making application for the money unless details were supplied.—Mr Walker said that the delay in getting particulars from Dr Jack was verv serious, as the whole building was being held up.— It was resolved to ask Dr Jack for particulars. Tlie Secretary, League of Nations’ Union, asks that two representatives he appointed to attend a conference on March 27. — Messrs G. R. Ritchie end Dr Fitzgerald were appointed to attend. Professor Park that Mr Thomas, caretaker of the Mining School and Students’ Union, be given some assistance for night work to allow his performing his day duties more satisfactorily.— Referred to the Finance Committee. The Sub-Dean, Medic-d Faculty, recommended, that the BateheW memorial medal be awarded to Dr C. R. Burns.—Agreed to The Commissioner of Crown Lands asked the council to consent to a remission of rent, amounting to £2 7 ?0 ner annum, in respe-t, of the.Benmore Block.—Referred to the Finance Committee to report. The Principal of the 'Training College wrote stating that the “C” English c'ass would be held at the University only during the first term.—The matter was referred to the Finance Committee. The application forwarded bv Dr Helens from Miss A. M. Atkinson to be placed on the permanent staff aud to receive an increase in salary was referred to the Finance Committee to report. The Chancellor reported that Mr S. T. Bnruett notified his inability to take up a public health dental bursary, and that conseouentb- the Minister, on his recommendation, had appointed Mr T. G. Foully.— Annroved. Hie application of Mr V. .T. A. Brown for a dental bursary was referred to the Finance Committee.
