LONDON, July 27. (Received July 28, at 5.5 p.m.) Tho Daily Telegraph points out whereas the military effectives in Bulgaria are limited by the Treaty to 20,000 inclusive, the new Budget provides for 55,484 which is nearly equivalent to the 1911 strength. The gendarmerie numbers 10,000, constituting a skeleton of the real cavalry force, having absorbed recruits from eight cavolry regiments, including tho machine gun section.
