COAL MINES DISPUTE.

_ WELLINGTON. June 28. Tho Coal Miners' Association aoeepted Mr Mjissey's proposal that Mr F. V. Frazer should act as arbitrator in the coal mines dispute. Mr Arbuckle (secretary to the Miners' Federation) has replied to Mr Massey that he oannot accept Mr Frazer as he doubts Mr Frazoi-'s impartiality; but he wants someone who understands the conditions in the coal mines, and suggests Mr P Hally. Mr Arbuoklo states that he was instructed not to agree to any other basis of settlement thxn that sugg<pted! sby Mr Massey to tho owners and rejected by them.
