LONDON, December 23. (Received Dec. 24, at 0.55 a.m.) It is believed that tho Life-saving Conference recommends compulsory wireless, divided into three classes—the first continuous, the second during limited working hours wtih 10 minutes' shifts during other hours, and thirdly, irregular working.
