The Chronicle advists the Portuguese Government to proclaim a political amnesty. Though the scandals aro not as horrible as those disclosed in Mr Gladstone's pamphlet on the Neapolitan prisons in 1850, they are bad enough to justify indignant protests by_ Britain.
