WASHINGTON, Jnly 22. The Government intends to make a permanent disposition of portion of the naval forces with the object of guarding the Pacific when the Panama Canal is opened. The Postmaster-general (Mr Daniels) 6ays that the United States now regards the Pacific coast as America's great frontier, and its development and defcnce as the nation's pressing duty.

Plans will be made to provide for the division of the Atlantic fleet into two unite, the second and less powerful one cruising continually in the Pacific.
