The District Engineer informed the eouncil that tho words "St. Kilda" would bo displayed on the front of the now post office.—Recoivod. DEPORTS. Tho Works, Water, and Lighting Committee xc-ported m regard to tho application of Miss Drumm fori a footpath to Mr John Drumm's back gate in Dalgoty street, that the inspector had been instructed' to proceed with the work. The committee raeommended that the apolionticm lo tho council from P. W. Wates to pipe ditch and form footpath to his section in Gtovo street, the applicant offering to pay £1 per section towards pipes, be granted; and that the other property-owners in the street bo asked to pay £1 per section towards pipes, m order that the ditch may be filKl in and footpath completed. The committoo recommended that permission, during tho pleasure of the council, bo granted Wm Henderson to erect a fence on the same line as the Trotting Club's fenco from Victoria road on the land dedicated to tho council ;by tho Forbury Park Land Company for the widening of Victoria road. Iho Finance, General, Reserves, Tramways, and Firo Brigade Committee recommended that district fund accpunts amount-' me to £126 fa 6d bo passed.for payment, ana that special loan accounts of £4 8s 3d be also passed. Tlie. committee recommended that Mrs 11. Gore's objection to paying for fcse tap, as the tap is' the onlv supply for domcstio use and had never been used for any other purpose, bo not upheld, also that as Mr S. Evans had both a hose and hose tap tho council declines to remit the charge for the hose tap, notwithstanding that Mr Evans stated the hoso tap had not, b&en used by Mm. The committeo recommended that tho 10 per. oonr, penalty on Mrs Watts's rates be remitted, as requested by' Dr' S. G. Allen. In regard to the application from Mr F. J. Dii Croz ' (Anderson's Bav) for a fortnightly sanitary service' to his house, the committee re'comniondod that a monthly service bo-granted, a charge.of £2 per annum to bo mado for same'. The committee's action was as a result of a deputation from the Cricket Club asking that the council do this work.—The report was adopted. . . It was reported that tlua district fund account is in debit £2071 12s Id (last yoar £1624 4s 9d), and tho special loan account m credit £886 12s 7d. The drainage and seworage account is in oredit £56 15s 3d. An account amounting- to £9 Is 6d, costs in connection' with Monday's, poll, was pa?s:>d for payment. NOTICES OF MOTION. Cr Macdonald gave notice of motion as follows:—"That tho matter of charging £1 for extra water supply for heso taps be referred to the Water Committee to report upon the advisability of charging same as per resolution, and remitting 50 per cent, of such charge, provided that such charges bo paid to the town clerk on or before October 1, 1910." Or Maodc-nald lia<l given a similar notice of motion to the above, which should have been considered at last night's meeting— tho words "and water closets" being insorted after "hose.taps" and "by-law" instead of "resolution," but tho Mayor stated ho had received a legal opinion from Mr T. F. Martin, solicitor to the'' Municipal Association, who stated that ho considered the council had no power to charge less than a fco fixed by tho by-laws. The council would have to pass an amending by-law to meet the point. As the motion now stands ■it is not affected by tho by-laws. Cr Macdonald also gave notice of motion as follows:—"That the Water Committeo bo requested to report upon tho advisa-. Ixlity of rescinding by-law No, 28 in so far as it relates to charging £1 for extra water supply (or water closets ami, inserting a fresh by-law making tho new chargo 10s.".
