(Received July 28, at 10 p.m.) The Council of the Colonial Institute has unanimously decided to ask Mr Asquith, prior to the Imperial Conference, to receive a deputation of Fellows of the Institute urging him to enable the conference-to discuss closer constitutional .union within UlO Empire, and secure for. the oversea dominions u teal and effective shave in the privileges and '/esponsibilities of the Empire.
