AMENDED CONSTITUTION WANTED. (Per United Press Association.) CHRISTCHURCH, December 8. At a meeting of the Canal League the following motion was agreed to:—"That thU meeting expresses its groat disappointment at the failure of the Government to introduce to Parliament this session the long-promised bill to amend the constitution of Harbour Boards of the Dominion, and trusts that the Government will yet see-its way to place the election ot members of harbour hoards entirely in the hands of electors on the borough and county rolls in various harbour districts, and make an effort- to place the bill on the Statute Book before the end of the present session."
