Earl Percy contended that a comparatively narrow area re affected, and lio emphasised the appalling nature of the situation. He asked why the Estate Commissioners had not been instructed to refuse to purchase land where intimidation prevailed, and urged that the Coercion Act was necessary to protect witnesses.

TTo would not oppose a measure deiling with firsa-rins. providing that it was made applicable to the wlw'e of the United Kingdom. The present facts did not warrant the enforcement of the Crimes Act.
