(Receive Nov. 22, at 4.25 p.m.) ' In a spsefril at Manchester, Lord Lansdowne, commenting on the Government's finance, declared Unit Use country'was confronted with a position of the -utmost gravity, whence it would not be extricated without a great national effort. The exigencies of the financial situation were driving us to tariff reform, which would contribute to the greater solidity of the Empire. CONSERVATIVE ASSOCIATIONS' CONFERENCE. LONDON, November 20. Fifteen -hundred delegates attended the Conservative Associations' Conference, over which Lord Cawdor (ex-First Lord of the Admiralty) wa6 elected the next president. Mr Bonar Law moved a resolution declaring that the associations viewed with profound satisfaction the progress of tariff reform, and expressed their hearty support of the policy announced by Mr Balfour at Birmingham a year ago. The motion was carried unanimously.
