Ho held out no hope of concessions on timber rates, though tliey would he considered ill connection with the whole matter. Piio conJoreaice had not suggfsted- a solution of the problem in regard to conciliation and arbitration. What was required to he done was to improve a piccn of legislation which, upon the whole, had been valuable, and he did not think anything could be gained by tho hasty step of saying it was to be repealed.
