Copies of the proposed constitution for a federation of labour are being circulated amon.? the 310 unions of New Z«iknd and the Trades Councils. As soon as the, Kxccutivc Council receives sufficient replies to warrant it calling the federation into existence it will take prompt action. If the federation becomes an accomplished fact, oonfcrnnces of Trades Councils will l:o tiling of the past. In futuM there will he a congress of representatives of industries, acting with a standing fedora! council, which at all times would have a- ocmreiiiiig voice in matters affecting the national and political inter-asts of the Labour movement. .Similar federations jiavo l>ee.n c-stabhshwl in Australia, America, and Ruropn.
