(Received April 8, at 10.46 p.m.) A Blue Book which has been issued shows that the rapprochement of Russian and British plans dealing with Macedonia is slowly progressing, but as the Russian Minister of (Foreign' Affairs forgets the fact that civil Tefdrms are starved for lack of funds Sir E. Grey proposes that civil needs be made a first charge on the Macedonian Budget, and the balanco handed l to the Porte for milita-ry/fequire-ments. Sir E. Grey warns the Porte that the present deficit, must bo made good, otherwise Britain will withdraw' her conditional sanction of a 3 per cent, increase in the Customs. A HEAVY DEFICIT. LONDON, April 8.
