Tho Gazette issued to-night proclaims the west wing of New Plymouth Prison to bo a. reformatory prison under tho Habitual Criminals and Offenders Act. Gaoler S. Millington is appointed manager, J}, 1 ' A. M'Cleland surgeon, and Margaret 0 Grady matron.
