■ LONDON, April 26. A jiumbsr of skilled employees from the Woolwich Arsenal have been engaged at high wages for the Ems Arsenal, Germany.

COMMENTS 'BY TUB MINISTER OP 'MARINE. (Per United Press Association.) . AUCKLAND, April 27. Interviewed to-day, the Hon. J. A. -Millar, referring, to the Maritime Conference, said: ".Tlio cabled news has been somewhat indefinite, but, reading between tho lines, I shoiikl say that the Imperial authorities have waived their power of veto on the amendment of their shipping laws by self-governing colonies. That has not been stated definitely in any cable, but-1 conclude thfit it has boon done by the tenor of tho messages. That is the only point, i consider, in which they can claim to have gained all they wanted. The refusal of tho British Government to allow any alteration to bo made in tho Imperial Shipping Act precludes anything effective being done in this direction. It - has simply left the colonies in tho position of having lo come down to the English law or to allow their acts to remain as they are, and thus in - this great point we arc still as we were. .The refusal of the British Government to allow its law to _ba touched has thus nullified what we understood to be tho true object of tho conference," Mr Millar said tho Maritime Conference hud failed in its supremo object—having an Imperial Shipping Act to provide a minimum crew spaco of 7?, ft and a maximum of 120£t: lie proposes to make 120 ft the minimum, as in tho British act.
