Mr Millar briefly explained tho purport of the bill, judiciously making his remarks'as brief as possible. In two minutes tho bill had passed its second reading. It will be committed this day week. ■ PETITIONS. ■Messrs Christopher, Mallard, and Smith, CX-.1.P.5, have petitioned Parliament regarding their respective cases.
