WELLINGTON, July 24,

The resolutions passed at the emergency meeting of the Harbour Board on the 16th inst., to raise the' quarter of a million for dock •construction, were confirmed to-day by the board by four votes to three. The board resolved to draft a by-law imposing a harbour improvement rate, to bo paid Hy vessels on all inward goods and transhipments discharged. 'The rate was fixed at 3d per ton for general goods and a proportionate amount on sundries. For this pur.pose 500 super feet of timber is to be regarded as one ton.
