NEW ZEALAND AND FEDERATION.

The Sydney Morning Herald, commenting on Mr Scdtlon's Pacific federation scheme, says that " Australia's chief concern in regard to these islands is th-.it they shall not pass into foreign hands, and that our trade shall not be shut out. It might seem seliisli and narrow to resist the handing over to New Zealand of the islands which lie not far beyond her geographical sphere, but if New Zealand decides to take up a position of isolation from the political system of the Greater British populations of Australasia, then she must not blame the latter if they prefer to retain in their own hands opportunities of making the larger Pacific territories integral or subsidiary parts of their own federation. If New Zealand comes in with us she will secure our influence on behalf of her legitimate expansion in the Pacific as well as her influence in Australasian affairs. She can secure both by entering our federation ; she may lose both by isolating herself."
