Press Association—By Telegraph—Copyright. LONDON, December 14. (Received Dee. 15, at 6.9 p.m.) A Chinese steamer capsized on the West River. Two hundred persons were drowned. A number of arrests have been made at Huifenz, Canton district, for offering rewards fox foreigners' beads. Twenty ringleaders will shortly be beheaded. A French gunboat sees that the sentence i.s executed. The Yang-tse Viceroy's troops are gradually strengthening the Emperor's hands, now that Tung Full Siang has been sent away.
