INTERNATIONAL DISARMAMENT.

Dr William Sinclair, Archdeacon of London, presided over; a mass meeting called by Mr W. T. Stead to consider the. Czar's disarmament proposals. Mr Arthur Balfour, Lord Rosebery, and Mr John Morley sent letters sympathising 'with the object of the meeting, but they were reticent with regard to the feasibility .of the Czar's plans.
■ Lord George Hamilton wrote that Great Britain's naval supremacy' might be secured by adjusting her armaments to the preparations made by her rivals. The. Czar's rescript, he said, ought to lead to an understanding, on the-basis of Lord Beaconsfield's dictum, to the effect that there was room for both Russia and Great Britain in Asia. '.-. '■.;;'.
The Times says that the Czar's proposal implies. that the Powers may perfect but not increase their armaments. At the same time, it adds, the " wide door" will be opened by means of "evasion of any agreement that may be come to.
