(Received February 20, at 9 a.m.) la consequence of disquieting rumours ia reference to the explosion of the American cruiser Maine at Hivana a panic prevailed in Wall utreet tc-day. Stocks fell" 12 points. The Government ofliciais still 'believe that the disaster was accidental.
