LATEST HOME AND FOREIGN NEWS. (RrXXER's TELEGRAMS PER PRESS AOENC'Y. ) London, December 5. The immediate return of the Duchess of Edinburgh to England is regarded as a peaceful .sign. The Queen's speech at the opening of Parliament will probably abstain from some references to the Afghanistan difficulty and the necessity for a revised frontier, and will indicate that foreign relations are friendly. Xo amendment is expected to the address in reply, the Opposition will move a subsequent resolution, disclaiming the responsibility for the war. The Caledonian Bank is liquidating and the other banks paying deposits. The Liberal leaders have decided not to move an amendment to the address, but to introduce a motion censuring the policy of the Government, but not refusing supplies.
