SATISFACTORY SETTLEMENT STATEMENT~BY SOVIET. Reuter’s Telegram. PEKING, January 26. The Russian Embassy states that M. Ivanoff has been released and a satisfactory agreement regarding transportation of Chinese military men has been reached between Marshal Chang Tso-lin and the Soviet Consul-General at Mukden.
